A frequency over two means the audience is burning out

The short answer

Frequency in Meta Ads Manager is how many times on average each person has seen the ad, and for MCA it should sit between one and two. Over two, the audience is starting to burn out: the extra impressions go to merchants who have already seen the ad and not clicked, and most of them will not. A campaign at 2.2 or 2.3 can still produce a good cost per lead, but expect it to start dying soon, and have a new ad set with fresh creatives and a new audience ready.

Most of the numbers in Ads Manager tell you how a campaign did. Frequency tells you how long it has left. It is a general marketing metric, not an MCA one, but it applies here the same way: once the same merchants are seeing the same ad more than twice on average, the people who were going to click mostly have.

The reason the line sits at two is the merchant you want. The best conversion is a first-time one: a merchant who sees the ad for the first time, clicks, and submits the application straight away, and that is who the pixel should be learning from. Every impression past the second is mostly spent on people who already said no by scrolling past.

Where to find it, and what moves it

Frequency is not in the default Ads Manager view. Add it under Columns, then Customize columns, and search for frequency. Budget is what pushes it up: more spend shows each ad to the same people sooner, which is why a bigger account burns through creative faster and needs more of it. Read it alongside CPM and link click-through rate, which tend to move the wrong way at the same time.

A burned audience is the last of the five things that kill a campaign that used to work, and “frequency under two?” is the last box on the checklist for when one dies.
