A list of contacts that must be excluded from outreach — opt-outs, complaints, known litigators, existing customers.
Distinct from a do-not-call registry because it is yours and it is specific to your obligations. Failing to suppress someone who opted out is a straightforward compliance failure with a clear paper trail against you.
